Probably because the turn in can be done on any job regardless of which job accepted it as long as its within the level range and they don't want people stockpiling side quests and then turning them in on an alt.
Side quests are just meant to be extra stuff while leveling through the MSQ and are mostly a holdover content from the old designs from ARR and HW. Back then side quests were mandatory because if you just did the MSQ you'd fall behind by 2 or 3 levels very quickly. Now a days its just something extra. I usually do them on an alt that I'm leveling at the same time as my main through the MSQ or while waiting for the dungeon finder to pop.
Because if sidequests were viable, you wouldn't run the MSQ dungeons several times. So the player base needed to accompany those who need it for the 1st time would dry out. Simple as that. They allow it later in the expansion with beast tribes, but not on the get go to avoid content dying too fast.

Running dungeons give you other rewards that are important when leveling (e.g. gear/tomestones) and there are 19 jobs; Side quests for an expansion at least allowing 1 job to level to the cap of that expansion would be a great improvement and people would still have 17 other jobs that they would run dungeons on. Hell, I didn't really run dungeons whenever leveling everything outside of doing roulettes every day.
