Why do FCs get 75% of the wards?

Try 5 to 10 players, 5 or 6 players total are required to make the FC in the first place.

Only 4 are required to create an FC and to buy a plot. Afterwards it doesnt matter how much are left in the FC. Thats the reason why people can still hold an FC with an plot as a single person.
But to do you and me a favour I'v gonna count every FC by hand in the 4 Districts to provide us some data for further posts once the Servers are back.
