I mean, context is everything. So I went and looked for the context which is apparently this, and as I thought, he used that sentence to separate what general Housing does from Island Sanctuary being different.
I simply dislike getting hopes up, and I dislike it even more when the devs are later accused of having lied, when they never did and something was just taken out of context.
I'd be down for Island Sanctuary coming with a house, but... eh, doubt.

In one interview, Yoshi-P said that the islands will be different from Housing, and that quote really seems like the first sentence referred to Housing and the rest was to tell that Island Sanctuary will be different.
You're taking his words as gospel.
It will not be everything you'd ever hoped it'd be. They'll have cut stuff from it to make deadlines, and it'll have less features than they wanted because the resource strain was too much.
It's not going to be an alternative to housing.

That's exactly why FC's shouldn't be getting most of the wards. FC houses can have 512 rooms for one single house.

This is a Blizzard level stupid decision and should be reworked.
You do realize that doesn't imply the system will be the same as current housing right?
For all you know, the house could be static, and the 'emphasis on the house, garden and furniture' could mean the house is static and you build it up/decorate it with pre-set upgrades, furniture and changes from a limited pool that are unlocked by doing tasks in the island sanctuary.
There's a reason Yoshi-P said to temper expectations about island sanctuary - believing its effectively instanced housing is setting yourself up for a huge disappointment if that was never its intention to be. Not to mention the sole fact they could literally induce massive hype and positivity in the community by announcing 'HEY GUYS THIS IS INSTANCED HOUSING NOW EVERYONE GETS A HOUSE' but choose to remain extremely silent should be a very large red flag the 'house' on island sanctuary will be nothing like the current system.

I think we are finally at the boiling point I had hoped we could avoid for years yet. They need to show us that they can do their jobs properly or players will start walking away. Endwalker is the new Cataclysm it seems.
Fc housing is a system easily abused. Its not always the case but yeah i bet now with 3/4 of the housing being fc only it will be abused even more so.I appreciate the thought, but this is actually going to make this system even worse. Every single time I've lived next to an FC house, or been around the neighborhood, it's usually completely undecorated, one person FC, and also I am pretty sure a lot of people just sell FC house plots.
Not enough players are going to walk away over this to matter much. The vocal minority on the forums will still keep subscribing long after they cry, "I'm leaving". It's like this for every game.
