Everyone should have an equal chance at a plot. No one is guaranteed a plot just by 'putting the time in' and no one should be locked out of attempting to get a plot because they have yet to win a plot of land. It wouldn't function with the lotto system either as it could perpetually set plots of land back to the 9 day timer while negating people's submissions. Don't think there aren't people petty enough to throw millions of gil away just to swap back and forth to do that out of malice.
If that's your dream plot, keep saving and give it a shot. Odds are against you either way as larges are coveted and fewer than other plots, but your chances aren't 0. Worst case scenario, you don't get your dream plot and have an excess of gil to spend on other things.

Instant relocation has already been removed since users have been abusing it for reselling and retainer trolling and it won't be coming back anymore so your point is kinda moot. What's more, people should have a fair chance to bid for the plots they like regardless of whether they are new or an existing owner and not be relegated to hands me down from previous owners.


Sort of. The odds are likely to be the best during the first lottery bird. If you have roughly 1,500 new plots added in Ishgard and say... 30,000 players that want a plot, that's about a 5% chance per player on average. Not all plots are created equal, but I'm talking bigger picture. However, let's say, there were 500 transfers, negating part of the first lottery, that means we have 1000 new owners and 500 plots still up for sale.
The second lottery, we'd have 29,000 players and only 500 plots. Giving odds of about 1.7%. That's much worse than 5%.
The key thing isn't the numbers. The key thing is that transfers will lower the odds for all non-homeowners in the lottery. So while sure, there would be still be an equal number of plots on the server, the odds would be going down. At a bare minimum, if all 1500 plots had transfers, we'd wind up with no Ishgard plots in the lottery.
I disagree. Having an existing house in an existing ward shouldn't also be a ticket to jumping the queue for new plots in new wards. You should acquire that plot like everyone else and then transfer your existing house into it while freeing up that old plot in the process. It's safe to say that some people, new or old players, aren't going to get the Ishgard house they want and unless they drastically overhaul the entire housing system, which is needed, you'll just have to deal with it.
