I have already said on multiple occasions that my chances with the Lottery are far less than what I would have with FCFS. I still support the Lottery as it is fair to all. Your statement adds NOTHING to this conversation. It reads like a pretty bad case of sour grapes.

It is fine that you want this lottery system, but you cant stop people who dedicate enough to devote themselves into idea of FCFS

There will be a lot of happiness during the first lottery period with over 1400 houses up for grabs. Then disappointment but still some hope during the second lottery period when the houses vacated by those able to relocate during the first lottery period go up for sale. Then unhappiness during the third lottery period when almost nothing is left and finally anger in the fourth lottery period when there's nothing left (until demolition resumes and 45 days passes so houses start demoing again). Many players who thought the lottery and other changes would provide them with a house still won't have one and realize that the lottery really hasn't solved anything at all.
All it's done is changed the nature of the RNG involved, and in a very real way made that RNG even worse due to ease of access. Those who weren't trying at all to get a house will find it better than without the lottery. Those who had been trying under FCFS will see that the odds of getting a house have dropped significantly because their agency in choosing how much effort they can put into obtaining a house has been removed from them.
Is the system fairer with the lottery? Yes.
Are people still going to complain? You better believe it. It won't be everyone but the complaints will be there.
I have NEVER said that people would be happy or satisfied with the Lottery. All I have said is that it is the only option we have at the moment if we want a truly fair system. Please refrain from trying to put words into my mouth. As for Divinemights, that person's insistence on claiming that there is "no fair system" is frankly not true (Lottery IS fair) and the continued advocacy for FCFS which is KNOWN to be problematic for a lot of the players is rather suspect. Your claims of me being naive and there being truth in what Divinemights has said (other than the fact that there WILL be unhappy people after the dust has settled) are therefore rather odd. Adding in FCFS would only make a bad situation worse. Only word pop in my head right now is "naïve" as you seems unable to recognize how "deep" this pit is.
Do you know how many loopholes this "lottery systems" have that is same like Beijin Car License Plate Lottery?
This is "lottery" is rather a raffle like Jojoya said before and it is so easy to manipulate.
It only favor existing house owners and old players.
Everyone can create and prepare a lvl 50 character enrolled at lieutenant rank in 3 days, it is not difficult.
How are you going to stop people to create another 7 alts and established a FC and attempt to dominate a plot?
Do you think a new player is going to bother to waste their only one chance if he/she seeing a plot already have 7 tickets on it?
Assuming you are going to claim no one will do that because that is rather large amount of gils.
People that play since AAR is already sitting on millions of gils if not too lazy.
It is not like system will not refund the gils if you didn't get it

We may not have been given enough information yet to know what it will be but we have been given enough information to know what it is not - player housing.

The lottery is not a fair system. Would you truly consider it fair if someone who has been playing the game for 4 years and actively trying to get a house for the last 3.5 years still doesn't get one while someone who just started playing the game 3 weeks ago and doesn't really have a clue about housing other than a friend says "get a house" manages to get one? That doesn't sound particularly fair to me.
Being more fair in comparison doesn't mean the system is fair. The only fair system when it comes to housing would be a system that guarantees every player gets the house of their choice, and if one player is able to own multiple houses then every player gets to own multiple houses. Anything less than that and the system is not fair.
