It is a problem of too much dungeon content, too many levels, a still bloated MSQ, and SEs unwillingness to rework the system in place.
IMO, it will always be the current expansion which will present the best experience in both difficulty and job representation.
The more expansions there are, the more the earlier expansions will just be dumbed down exponentially.

The system as it is now is merely a way to get you to to level as fast as possible. You aren't meant to explore the overworld with this design in place.
Class to job is not transformative, it is an archaic idea that no longer translates well and imo should no longer exist.
It once took quite great effort to get to level 50 when that was cap and getting a job stone at 30 was quite a goal.

Early game needs a revamp and I do not envy new player experience today.

That's just an issue with MMO's altogether, and most MMOs they solve with with a paid skip.
Many of the other things you listed will never change as they are problems carried over from 1.0 they the devs either do no know how to correct or are unwilling to figure how to cleanly correct.

It's a lot of work to rework a foundation admittedly, but the first MMO to do so will be genius.
If SE has 10 years to simply maintain this game they should put the work into what it takes the rebuild foundations from a modular standpoint.

It will probably never happen knowing how the software industry currently is - it's one of the reasons I've abandoned software engineering as a career. Sigh ...

I actually envy them a little bit they do not have to go through all those pointless pointless msq and all the back and forth (there is still back and forth but not as much) like many others that had to do before the revamp they did back in shadowbringers

The seas continue to rise while the lesser moon continues to fall, and ilm by ilm, the world becomes ever more unlike itself, without the illumination of knowledge, we but vainly flail as specters in the dark.
