Are 15 liners FC recruitment spams generally accepted in FF?

It sounds like spam to me.

I can't read Japanese so I don't know what they're saying, but the average FC recruitment ad only takes up one line of a macro, maybe two or three at most. What do they need to say that is so un-succinct and yet necessary to send to everyone in the zone?
