I've ran Puppet's Bunker many times farming the caster top from there, and if I could just get it with 5-7 token from the raid, then I would have stopped running it a long time ago. That top gives me a reason to run Puppet's, which helps the other players who need or want to run it.
Tokens don't eliminate the need to run a duty, they just eliminate the need to run it into the ground and still not have the thing you needed.

The overall cycle of people running it will continue with or without them earning one extra piece of gear after a certain number of runs.
