Among other things, yes. It would be a way to encourage social interaction for players AND create a game within a game to keep people entertained between storyline expansions. For those who don't want social interaction, no problem. They don't have to participate if they don't want to. It would not be a mandatory thing for them to engage in like doing their MSQs.
