    They have no need to "attract people to wards", any house that goes on the market is instantly camped until sold.

    You would also have to give the activities you suggested adequate rewards. Very few people will do content just for the fun of it without getting something out of it.

    Oh, the rewards would primarily come in the form of functionality of the amenities. For example, the community garden plot would allow ward members to use a portion of the plot for some additional gardening. You could also reward builders with some in game currency such as scrips or whatever, for their participation in building those amenities. Maybe even give access to new minions or mounts or whatever. The sky is the limit here. Would this be of interest to people? Would SE be willing to add this to their long term plans?
