I get the impression you are just actively looking away from the difference it makes to be the sandbag. This is the kind of arrogance that is inherent to this kind of not equipping jobstones: you expect others to carry you but also be smug about it.
Does it matter if there is a genuinely bad player or an intentionally sandbagging player in the party? The outcome is the same. One player performs worse. If one is acceptable and perfectly fine, then so is the other.
A bad player isn't bad because he's not performing well. A bad player is bad because they refuse to try to do better. That's the difference.
If you're doing poor because you didn't understand the fight, or don't understand what your class does, that's one thing and we can teach you to improve. If you're doing poor because you want a carry and just refuse to cooperate, then you are a bad player, and that's not acceptable.

The game has the system already in place . PVP you cannot queue without one equipped. Its here already it needs a minor bit of work to alter the Dungeons and AllyRaids and Trails to do a check like PVP does to see if the JStones equipped.
They dont need to remove anything.
Because some of us actually work in software development and know what kind of effort it is actually going to take. There are even reasons why all tank gear is tied to GLA/MRD and not just jobs at level 90. You don't spend a lot of time on small things that don't have much long term benefit. They already carved out a path five years ago, neuter the cross-class system and move to jobs-only.
Okay how do you react next? In one case it was an accident and the person apologizes for it in the other they tell you that they saw your toe was there but stepped there anyway because they just wanted to step on your toe.
I would be pretty upset with the person regardless.
But there will be a lot of optional instances without trust and when solo players clash with MMO players lack of job stone will be the least of our problems. And AFAIK the level 89 set does require the job stone so all it would take is to make weapons require job stones.They did the ilevel dungeon requirement already, and with trusts coming to all story dungeons, it's going to be less of thing.

They are focusing on story mode and solo play to get as wide of a casual audience as possible. The problem is they may loose their initial players that are used to and require more action. And on top of that I doubt solo players will care about ARR MSQ when some shiny new single player game comes out (or when 7.0 or 8.0 comes out and they are low level... $_$).
