Just a bit over a day and we'll (probably) find out whether this is in the cards or not...

But surely if even an old-school MMO like FFXI could do it, it should really be a no-brainer for FFXIV to as well, given it's known for Glamour (the true endgame etc.) far more than its predecessor was...?

FFXI only did it because the game has had a skeleton staff maintaining it for over a decade now and is more or less in it's Indian Summer now (also glamour wasn't available from the beginning, they didn't even get glamour at all until after FFXIV got it), so there is little concern now for maintaining such niceties as 'Job image' and pretty much anything goes (for much of FFXI's long life it actually had even more rigid gear restrictions than XIV has - for instance if you ended up in a level synced area like a boss fight, your gear was actually stripped from you - rendering your character practically naked, only being changed circa 2009ish).

Now, I do support freer glamour to an extent, as long as Job specific equipment (as in, Artifact Armour/AF), or racial gear (starting armour/old 1.0 smallclothes 'hempen' sets) remain locked. Of course though, it's the slippery slope arguement - if those few sets remained locked, there would inevitably be someone who would complain about it and want it unlocked "just because". And no doubt SE are all too aware of this paradox. Hence I do not see any real change with this moving forward.

Why do you feel like the hempen sets should be locked? I get (and agree) about the Artifact armors and racial starter gear... However the hempen sets have nothing especially unique about them that says "race identity". They are just undergarments, to the extent that even Viera is copy pasted from midlanders. Despite being very simple pieces without any kind of special appeal, the chestpieces in particular, can do well in complementing many other glamour ideas.

I don't think it's so much that the outfit was copy-pasted to Viera as that the Viera body model is a copy-pasted and resized Midlander, so the hempen gear came as a ready-made part of the model and they just went with it instead of making a new specific one.
