I think they are saving other colors to make more unique stand out npc's along with giving them the ability for a more customized appearance by removing the gear restriction for them, which the player usually has (just my observation take).

It still annoys the heck out of me that you can't match the black or the gold in the Proto Ultima Mesh.




Then they should stop using unmatching colours for gear...



We seem to have more of an issue with dyes not matching gear than anything. Matching non-dyable gear to dyable gear is the actual true endgame but not in a fun way. The colors are almost always off.
This would take a lot of time to do, but it's one of my favorite things about SWTOR.
I can see it being a major help for some items in particular:
Dying shirt- coat combo body pieces
Dying company tabards/hats
Dying anything with a fur trim (although a good alternative would be not dying the trim along with the rest of the piece)
Dying the frames and lenses of eyewear
I'm sure there are much more, but my brain is not clicking right now
It really is a massive undertaking though. There is a lot of dyable gear in game that would have to be changed, SE would have to ask themselves if it is even worth it.
Better yet, make all gear dyeable.



Though I would like that to happen it doesn't solve the problems brought up here.
Many things dye "weirdly"
Something may be the color you want but you can't dye other things to match because that color dye doesn't exist.
Two things dyed the same color may not match and there aren't fine enough dye variations to allow them to match.
