Don't even need to report them immediately. If they're being polite in asking about it, a "no thanks, sorry" is usually enough to get them to leave you alone.You're allowed to report them but that's about the extent of it. It's up to the GMs to do anything about it further, which they have/will if definitive proof is found to link a venue to paid brothel services (price options being given in the advertisement for example).
If someone is whispering you invitations to engage in ERP with them, report and blacklist and move on. Engaging back to them negatively can get you in trouble via harassment (which speaking from recent experience, the GMs are pretty on point with, had my issue resolved within an hour).
Personally though, I think everyone should just be an adult and worry about themselves. If it's not physically preventing you from playing the game, then why not just continue about your day like you normally would? All that reporting is ultimately gonna do is get them a temp ban and they'll be right back to doing it. Perma ban one and ten more will replace it, the reality is...venues aren't going anywhere.
It comes down to tolerance and being emotionally mature enough to be like: "I don't really like this but I also don't have to participate in it. We can both exist separately."
Now if they're jerks about it, go for it.
