Meaning, unless one of the participants is reporting it, then they're fine with it in a private area.

To be fair, most of the clubs I've seen are on either Twintania or Phoenix.

Mostly Twintania.

And Phoenix has a club that's themed in 20s/swing. ERP prohibited. So.... it's definitely not all clubs.

How about they also do something about those that stalk other players and whisper you ERP spam.

You're allowed to report them but that's about the extent of it. It's up to the GMs to do anything about it further, which they have/will if definitive proof is found to link a venue to paid brothel services (price options being given in the advertisement for example).

If someone is whispering you invitations to engage in ERP with them, report and blacklist and move on. Engaging back to them negatively can get you in trouble via harassment (which speaking from recent experience, the GMs are pretty on point with, had my issue resolved within an hour).

Personally though, I think everyone should just be an adult and worry about themselves. If it's not physically preventing you from playing the game, then why not just continue about your day like you normally would? All that reporting is ultimately gonna do is get them a temp ban and they'll be right back to doing it. Perma ban one and ten more will replace it, the reality is...venues aren't going anywhere.

It comes down to tolerance and being emotionally mature enough to be like: "I don't really like this but I also don't have to participate in it. We can both exist separately."

As for 'omg ugh I cant believe people in an mmo keep cluttering my chat with their mmo activities that I righteously assume are all raunchy by default and therefore think they should all be banned' you can actually turn certain chats off for certain tabs, and if its in a main chat then you can actually block that person too. like idk what the alternative is supposed to be. How about starting there? Instead of just "I think roleplayers are WEIRD and should STOP typing where I can see it!!" maybe throw out suggestions of better ways to get out what they're trying to do? Because so far whether you like it or not, the best way to get people to go is via saying it in crowded areas. The amount of time even non RP friends have seen something being shouted and decided on a whim to go check it out-I cant even count. That's almost always how it happens. So so far that's their most effective way of gaining traction outside of PF and posting about it days ahead on twitter. but if any of you can think of a better idea I'm sure they'd all love to hear it! Anything other than just going "iS ThIs AlLoWOoed?d?? CaN wE BAAANN???" like 47,000 times.

Don't even need to report them immediately. If they're being polite in asking about it, a "no thanks, sorry" is usually enough to get them to leave you alone.

Technically the only official word we have on it from Yoshi is to report any venues associating publicly with paid brothel services.

If it's not being shoved in your face then I agree with you, reporting should not be the option. However, if you choose to approach someone and solicit them for sex on the street or put in big letters on PF that you sell sex related services....kind of on you at that point for whatever happens.
