Hmmm, Guildwars 2 is upgrading their engine to modernize their game. Maybe FFXIV can do the same? If not, what is the difference between the two games such that Guildwars 2 can upgrade but FFXIV can not?

Plenty of 10+ year old games have decent housing. EQ2 is 18 years old, and before it went F2P and fell off a cliff, was absolutely excellent on guild housing. Rift is 2011, so 11 years old, and has awesome housing. Even SWToR has nice housing, and that's over 10 years old.

Age of this game has nothing to do with it. See RIFT, which was released in 2010.
The lack of a good instanced housing system is purely design choice and it's a choice that has been failing the player base pretty consistently.
YoshiP has already announced their plans for a multi-million dollar infrastructure upgrade but they're focusing on expanding worlds first because of how large the player base has become.
As for engine updates in general, FFXIV has already been doing that all along as they can. One thing that players tend to forget is that a lot of updates are limited by what players themselves use. No use doing a major engine update if half the player base won't be able to run the game because they can't meet system requirements. We got a lot of updates after PS3 support was dropped. I imagine we'll get more once PS5 has saturated the market enough that few are still using PS4 and PS4 support gets dropped (which probably won't happen until 7.0 at the earliest).
Inb4 it is just non-combat Bozja where you run around milking sheep and harvest wheats in timed events.

i'm thinking that it's only available if you own a house

I would love this only to see the reactions it would cause lol.
Rift, Wildstar, and SWTOR all had superior housing, and that's just the 3 released in the same timeframe as FFXIV. Even Ultima Online had a reasonably robust housing system and that game is over 20 years old. The design of the housing system in this game is awful.
They already remade the game once
The housing system is not great. But i do think it's cozier than the others where it is just complete private instances (not sure about in UO though I never played it). Also FFXIV did not have housing when SWTOR released, as it was still 1.0.Rift, Wildstar, and SWTOR all had superior housing, and that's just the 3 released in the same timeframe as FFXIV. How do you define cozy? If you almost never see other people it's all window dressing. They already remade the game once

A very long time ago and while they did a pretty good job back then, they didn't fully remade the game, they untangled the spaghetti code but we still suffer deeply from it and I'm not sure how long they are going to keep up with it.
And I have to agree with the others posters, the housing system in most other games was/is better.
Anyway but to get back on topic now, just gonna sit here with my popcorn and watch the forums explode when people realise that island sanctuary won't be a copy of animal crossing.
Letter from the Producer LIVE Part IX Q&A Summary (10/30/2013)
Q: Will there be any maintenance fees or other costs for housing, besides the cost of the land and house?
A: In older MMOs, such as Ultima Online, there was a house maintenance fee you had to pay weekly, but in FFXIV: ARR we decided against this system. Similarly, these older MMOs also had a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription, but this is a thing of the past and we won't have any system like that.
