What is the actual point of developing these instances during an expansion if you see them at most once every few years?

And this is a reach even by super-hyperbole standard. New max level dungeon will carry on for at least 2 patch cycles, no way you gonna be doing them at most once. In fact, it's because they are probably the most often done dungeon that the dev chop them out every 2 patch to reduce the redundancy. I for sure don't want to do Deadend ever again in 6.3 or 6.5
