    In terms of Context, we could have PvP servers, revamped PvP progression systems (like the upcoming progression systems) and reasons to PvP e.g. glam/mounts etc tied to open world if they wanted to. It's pretty clear they do not, but at least we can hope.

    In wow, if a member of the Horde goes out in the world and attacks an Alliance member, they are a criminal to the Alliance while the people of the Horde might see them as a hero, or at least be indifferent.

    In this game if a Gridanian goes out in the world and attacks an Ul'dahn they would be a criminal everywhere they go. Your PvP servers would have a totally different lore and geopolitical climate from the rest of the game.

    Indeed. The closest we might have come to having two opposing factions is the Alliance vs the Garleans but to the best of my knowledge, you can not roll a Garlean citizen and the people of Garlemond have become, if not friends, then at least wary acquaintances of the people of the Alliance. Honestly, there is just no real reason for factions to be actually trying to kill each other. This is really not a game that relishes actual bloodthirsty competition (not quite sure about those crazy La Nosceans though).
