Housing in Ishgard is something people have wanted for a long time. The Firmament content is nice for crafters, a bit grindy but I believe at this point you can just go in and playthrough the story content and side quests. The two delivery stories would require a little work. However collectively it provides a sort of epilogue to the Dragonsong War. The neighborhood is not absent, it's just not open for sale yet. You can actually go and walk around ward one.

Players in this game are not in factions that are at war with each other, so PvP takes the form of simulation, training and friendly competition. World pvp would not make sense in this context.

In terms of Context, we could have PvP servers, revamped PvP progression systems (like the upcoming progression systems) and reasons to PvP e.g. glam/mounts etc tied to open world if they wanted to. It's pretty clear they do not, but at least we can hope.
