For some reason it just occurred to me that maybe the WHM MP issue in Endwalker was intentional. What if Square used player data to realize that most WHM aren't casting continually? They DPS when they feel comfortable and stop casting when nervous and so the kit was made to reflect an "average" WHM who doesn't dps much and just stands around waiting to heal.
