The good news here is that the raffle system will come at the same time as island sanctuary, so by the time the raffle system is here, we'll have learned a lot more about what these islands actually areMy fear is A) I win a plot raffle giving up all my saved gil, only to then find I could of just saved my gil and had a much larger Island for free.
And B) I dont get a housing plot and find the Island is not an actual housing estate like an apartment but a static like an Inn room except you can have your pets wandering and garden etc.
That's easy, unless lotto tickets are account based, people will just register with all 8 of their alt characters for whatever plot they want.
Went to a couple of plots that were available within the "prime time" window for vacant houses and missed them. One more was available but I had to log off due to work. Waste of an evening that I'll never get back.
If I don't get a house in 6.1 with the raffle system, I'm just quitting this entire game. It's a fun feature and I want to build a place to show off etc and enjoy the social side of the game with people. No, I don't want a private island and no I don't need to play story content, that's what Twitch and YouTube can provide for me otherwise.
Does anyone have a rough idea of when the new plots will open up in Ishgard? From what I understand, it's coming in 6.1 BUT I haven't a clue if that is a month from now or a year from now.
I think it's more that the devs have seen what we want, looked at their new minion mini-game with unlockable beast-tribe-like cosmetic buildings, and thought; "hmmmm... this is likely going to disappoint people, we should keep quiet".

It is capped. 1 house per server and 1 house per FC if you are the FC owner. And an Apt if you want.One of the biggest issues is that you can own multiple houses. It should really be capped and retroactively applied that you can only own one house per game license. Likewise, when such change is applied, you remove systems to convert into FC houses and such so if a player owns five plots, four of them are guaranteed to go back onto the market.
They did not take houses away when they enacted that, so there are some people grandfathered in with multiple houses. If they lose them and then buy they are under the cap.
There is no way to convert a house to an FC house. I suppose if a FC has enough Gil they could buy a random house, then you give up your house and then they could relocate to the plot, but that seems .... expensive.
No relo now, the FC needs to win the click-fest on the empty plot.
There was one case a month back where someone gave up their medium for the FC to relo into, and they couldn't. The medium plot went up for sale and all the clickers moved in.

How many people can rush small and even medium plots? You can be in one lottery at once and you have to pay upfront. So even if a group wants to buy a medium plot each has to freeze like 20 mil for medium one. Isghard + demolition could split people quite efficiently although there will be people back for 6.1 so less demolition. Island Sanctuaries could potentially be a sort of personal plot.
For large I suspect FCs and RP groups go in and they likely can freeze hundreds of millions to have multiple participants on one given plot.
