• RDM = Has everything up to Verflare/Verholy finisher. Only missing Reprise, Scorch, Resolution, & Magick Barrier.
• BRD = Three songs unlocked, you will always have ballad to sing. Missing Apex, Blast Arrow, Radiant Finale, and Shadowbite.
• MCH = Has everything up to Flamethrower. Missing Bioblaster, Upgraded turret, Scattergun (upgraded spread shot) and Chainsaw.
• DNC = Has everything up to Technical Finish. But no Flourish and their 1-2 button press may bore you out real quick, especially if you’re unlucky with fan dance procs.
• NIN = Has everything up to Ten Chi Jin. But Kassatsu usage may throw you off by the non-existent Hyosho and Goka. Also missing Kamaitachi, Nozuchi, and Raiju follow ups. Opener remains busy enough though.
• GNB = Has everything up to Continuation. Missing AoE Cartridge spender, mini excogitation, Double Down, & extra cartridge slot.
I wouldn’t recommend any of the healer because while functionally they’ll let you live through mistakes more, gameplay wise you’ll get bored with 1 2 1 1 1 1 1 1 spam. With an exception AST because you can still play around with the cards, star, and maybe lord/lady in dungeons & trials. But if it’s solo duty and quests? Same 1 2 1 1 1 1 1 1.

I would say SAM is quite the opposite of what the OP is looking for. In ShB, being synced to 70 immediately nukes Senei, Shoha, and Tsubame. Now being synced to 70 from 90 would have you lose all of that plus, double Meikyo, double Tsubame, Shoha 2, and Namikiris. It's akin to taking away Batman's utility belt. It is without question one of the worst jobs to be synced down out of the ones that I play. That's doesn't mean it feels broken, but it does feel like it loses a lot of what it is capable of.
Out of the jobs I do play that would qualify, healers easily take the cake, and out of those it would be WHM. If I was to choose a DPS job, it would be MNK; easily. BUT.... the EW skills are just sooooo good. While Shadow of the Destroyer, Rising Phoenix, and Phantom Rush are all upgrades to skills you have at 70, they are like 4x as satisfying to use; so while the impact on the mechanics of the job are minimal, how it feels still takes a punch to the gut.

That is very accurate. I already played through HW in NG+ with Monk, and the visual makes me want to change job now for Stormblood NG+.
And what job isn't going to feel boring to play after having played it at max level? Summoner is arguably the job that presses almost the same amount of buttons, you literally just gain visual differences and the ability to Astral Flow during your Ifrit/Titan/Garuda phases. It might not look as nice, but that is going to apply to every job.
At the end of the day, you are looking at 20 levels worth of traits/actions you are losing out on, nothing is going to feel the same, but they should all feel complete...from a level 70 perspective.

By 'complete', I don't mean its visuals. At 70, SMN doesn't have pheonix, that's 1/3 of the complete move set, you will have 5-8 seconds downtime for trench CD. Dragoon at 70 doesn't have gaze gauge, that removes a couple of OGCDs. PLD's magical combo is incomplete at 70 and has no intervene. And what job isn't going to feel boring to play after having played it at max level? Phoenix literally just replaces Bahamut every other go (so is just a visual change except Astral Flow changing to Rekindle rather than another nuke), the downtime between using all your summons and Bahamut/Phoenix is normally covered by Astral Flow in your summon phase (Crimson Cyclone/Crimson Strike/Slipsteam) which you are just replacing with more Ruin 3 at lower levels.By 'complete', I don't mean its visuals. The jobs that haven't had a rework felt complete at level 70, however, with the additions, nothing is going to feel complete, you have to make some sort of compromise. Even something like Monk loses on some nice benefits, being no more guaranteed Chakra on a critical hit and no GL4. I highly doubt any job is going to fit your desired specifications for 'mostly complete', (especially if you disregard Summoner), though feel free to prove me wrong.

SMN, MNK, MCH, BLM
I'm just some guy...
