If SE rly want to apply a solid nerf to war, the only option is the paladin way : 1 heal per use but maybe adjusted (600 potency healing as example)
It was powerful, yes, but less so, and its gameplay was more involved. (To call them the same would be like calling 4.1 Inner Release and late-Stormblood Inner Release equally braindead.)

I don't see any reason to make Warrior no longer have the best self-sustain among all tanks; that's always been a part of its identity. It just shouldn't have a contextually double or triple lead.
