The problem is that unless you do savage and ultimate in a static you’re at the mercy of PF, which is a total lottery. And it’s a time investment for gear that ultimately (boom boom) becomes glamour and the item level increase is not needed for anything else expect ultimate which is an even bigger time investment (and could be almost impossible to clear in PF).

If you don’t do savage in a static or pf there’s extreme trials which seem to have an extremely short shelf life in pf.

In short, 14 lacks accessible group battle content so you’re left with housing, glamour and crafting which some people find boring and kinda the main point of an mmo is group content.

If you compare with WoW, you have Normal, Heroic and mythic raids and dungeons that you can dip in and dip out of and if you do M+ you can stop at any level you like. They don’t need the high level of organisation that savage does (well mythic plus raids might but I haven’t done them) and they’re fast to run and then you can do something else. With PF in savage you could be waiting up to two hours to fill a party, then you enter the instance, do two pulls and then people leave and you repeat the process, it’s a big time sink for little reward.
