There is one paradise about JP data centers, savage raiding is a normal thing because they have up to 25-30% clear rates on all the servers. While NA forums you get pockets of people who think it's just 1% of the game or something in their little bubble.
While raid finder is normally used. JP players that can't pull their weight in Raid finder queue, people just quietly vote to abandon duty and avoid conflict. Not worth making arguments and risking a ban.
It's not about "not risking a ban", it's social etiquette that they wouldn't want to call people out in the first place.

2 is false. I run into a LOT of bad parties. I've seen some mistakes I've never witnessed in western datacenters. It's even more frustrating in the japanese servers because they have a culture of not trying to teach anyone.
Things are only priced low in there because most players are self-sufficient.
EDIT: 1 is also false. Japanese have a habit of talking behind other people's back rather than say it to their faces. It extends to the game as well.
