Zenos is a duelist-- someone who likes to perfect his own techniques to take on any singular foe. Zenos is completely detached from other people, completely blind to anyone around him that isn't his "prey," and has no interest in allies.
Ilberd is the real PVPer, capable of unimaginable grudges and willing to go to incredible lengths to gather together -- through any available barefaced or underhanded means -- the necessary force to take on a foe he does not like.
The PVP narrative is Ilberd's story. Someone wronged him, so he will push through as many hells as necessary to get payback. He didn't even bat an eye trading himself for something that could potentially break the world if it made them pay. He becomes frustrated when others won't take up arms; he leaps on any chance to take up his own arms in service to his desire. He will suffer indignity, hardship, get his hands dirty-- all in service to the goal of making them pay. And above all, he is zealously loyal to his "people." Even when they don't deserve it.
Under our current ruleset, Illberd would have been banned before he made it to the banquet in ARR.

An expansion focused on PVP would need to be able to facilitate player-crafted narratives on Illberd's scale. We can do Zenos with the minigames we already have.

I see your point, but alas the 14 player base is...different, for lack of a better word. They do not handle anything particularly well. Not for me thanks. Pvp has a huge tendency to ruin good pve games. Leave it as it is.
Darn and here I thought we were at least average in most things we do.
First you would have to fix the game engine.
people can barely play pve, in df... making it pvp will make it entertaining for the first few weeks then the people are going to be locked in story cause of some grifters which are already an issue atm
I would say sea of thieves is an example where this design works, although there is no story there. You generaly have a lot of players doing just the pve stuff there, but a few players are often going for pvp. Which then end up being the real pirates in those games, while the rest are emmisaries/treasure hunters (those who raise the emmisary flag are willing to take some extra risks with it).Which is why i've always wondered why game devs keep thinking that THEIR game will be different and successful, despite the fact it has been proven over and over that most people aren't into being the buttmonkey for the entertainment of a bunch of randoms a-holes.
And it works there. But i can imagine that in FF, with quests, those quests would also be the problem point. They would become the perfect ganking positions. And with parties, hunting players can become easy. A hassle i realy wouldnt want to bother with. Which then means, it should become a completely seperated and optional questline, in completely seperated regions. Just to get those who arent into pvp out of the pvp region. Making it MSQ related (even if its just running through the area once) would already be too much (even more because the longer you wait before doing that, the more players would be hunting for you because they are already done with the quest and just want to hunt).
Repeatable quests however could work as a sort of 'transport challenge'. As this means that in theory you are never truly done with the PvP part. Although this still means that players need a constant motivation to obtain the rewards. A simple currency wont work as at some point players simply end up with too much of it and can buy whatever they want anyway.
And this just sounds like too much effort for something less than 10% of the players even cares about.
I would say the player base is in tune with exactly what the game is and want to do what the game has to offer. It's very condescending to say the playerbase "doesn't handle things well" when the game isn't supposed to be those things other things. It's like saying an F1 racecar sucks as a car because it only has one seat. Similarly, Guildwars has racing, but it's not even remotely trying to be a racing game. It's fun, but it ain't Mariokart.
I would encourage you to utilize FFXIV as a chatroom if need be to organize play in other games, like Fortnite, if you're trying to PvP. I meet with friends regularly in game just to facilitate chat while we play Switch.
