Rank 1 of the baseline heals

It's one of the ultimate "skill expression" buttons for healers: good healers will use it appropriately, bad healers will use it when they have different options.

For example out of several hundreds (if not thousands) of pulls I did while progging TEA, I had to use my r1 heal a small handful of time to prevent a tank from dying in just the nick of time while I was already out of oGCDs, not having that r1 single target heal would've absolutely sent those pulls into jeopardy.

It something that unfortunately happened this expansion with things like Earthly Stars, but I really don't like having actions gutted to cater to the lowest common denominator.

You could just give all of the rank 2 spells 1.5 cast times like Benefic 2 and they'd provide the same utility.
