People will avoid one of them depend on what they want:

-Leveling class: avoid Castrum for Prae cuz more exp.

-Tomestone: avoid Prae for Castrum cuz less run time.

About question why people would to run MSQ roulette instead of doing X/Y/Z that gives more exp/tomestones, tell me what kind of content that let you sit for 2/3 of the time to alt-tab/doing house chores, fight brain-dead bosses that require zero efforts, but still yield a huge amount of exp/tomestones. Running 2-3 level/end-expansion dungeons may yield the same exp/tomestone amount of a Prae run, but it means you will have to stay focus for a straight 45 minutes, instead of effortlessly go through 50 minutes of Prae in which 40 minutes are just cutscenes. Same with Fate farming. People will choose what easier to do while giving the same rewards.

Half of the time, someone joins and just /follows a player and does nothing the whole time. Yoshi P mentioned he wanted to do something about the atrocity MSQ roulette is. If you don't want to do castrum, take the 30min penalty. Most people don't get that much time to play anyway. I think it's as balanced as it can be for what it is. New players don't get screwed, they are part of the whole experience just like anyone else, no need to wait, just go!
People do MSQ roulette for a massive chunk of XP while doing something else. Praetorium is mostly AFK, while Castrum is a) shorter, b) gives less XP and c) you can't really go AFK.

The XP reward from praetoruim is just too good. 1 entile level vs castrum's 1/5 of the xp bar. Ideally they need to rework these into normal dungeons that are shorter, and delete the roulette + redistribute the exp into the other roulettes, so people don't feel forced to do msq roulette for the great xp.

If they were dungeons, the only bosses that matter for praetorium are Gaius, the ultima weapon, then Lahabrea. There you go. 3 bosses. For Castrum the only relevant boss is Livia, that could be the last boss. The first 2 could be the fodder magitech or they could put Rhitahtyn as one of the bosses as well.

I really don't think AFK leveling is a justification for either Castrum, Praetorium, or MSQ Roulette. This isn't Progress Quest.

..because I can get massive xp and also do my laundry or watch TV. You don't have to pay attention to anything and your actions are very limited to basic AOE. You don't even need to faceroll to get through them.

Yeah, there is that, and it's enough of a reason. The thing about that question though is it's redundant because the roulette bonus only applies once per day, and the rewards are accumulative with doing x/y/z. Efficiency doesn't apply if a player leaves the roulette that grants the biggest daily bonus just hanging out there.

It's funny... I never had issues with people leaving Castum until recently. 8 years and very few people leaving then within a week, I had people literally pulling and then the tanks quit out and leave everyone to die.

I know they did some screwy things that seem to make the exp bonus depend on a level threshold so maybe thats where the inconsistency is. Because I've noted 2 praes and 3 or 4 castrums and my exp bonus was all in the 50-60% range but that was all on jobs in the 81-83 range. Note I didn't bother to include the boss fights, at that level the exp from the bosses are chump change compared to what's required to level and I'm guessing the boss count between the two is similar.

In my experience, the experience gain from doing prae isn't worth the extra 20+ minutes. Its only about 1/5th more to do prae instead. Bosses are so chump change if you're 80+.
