Addersgall is very generous. You get one every 20s, even out of combat and even if the sage dies, they start regenerating them while on the ground. And there's a CD that gives a free one that... hilariously... is on a 90s CD, the same as asylum.

If you reduced lily generation to 20s (+free one very 90s), made them generate out of combat, and used it as a resource spender for asylum and similar skills and reduced its CD to be in line with other resource spending, I really, really doubt anyone would complain.

At least, not from a usability/power standpoint. Might get some complaints about healer homogenization, which I'd honestly agree with. But I hope this thought exercise illustrates that there's plenty of room for improvement and it wouldn't make it better than the alternatives - just less worse.

Now to separately address Tetragrammaton, I think it's on a 1 minute CD because WHM has Lilies that are meant to serve as a single target heal in comparison to AST's ED and such. Only problem is... Lilies are kinda bad too. I don't think Tetra needs 2 charges and a shorter CD (maybe a bit of a potency boost would be nice, though, at least on part with C2); but if Lilies weren't such garbage, that'd help far more.
