In XI they usually were, just adding on at times, but you could get prior rewards.
Now you need a credit card for that...
I'm okay with that because it's like if you skipped a month's subscription. People who subscribe get that little extra bonus reward which are found in events that change every time (except the ones that repeated this year for reasons). So if you want to skip a few months but miss an event, you can use the funds that you would have spent for that month on the event costumes, orchestrion rolls, pets, etc... They don't charge a lot for the event items which is fortunate and can all be bought for less or equal a month's sub. At least to me, it makes sense.

It's a better system because it's free for you. But logically you can just skip months and get the event items without paying for it and it wouldn't raise the money they're looking for. These events and funds from the Mogstation is 100% used for in-game updates such as housing, glamour and the more fun sidequests etc...
