This is a balance patch, not a gameplay patch. I'm guessing they do not yet see the MP issues you see. Is that issue widespread across the community or an individual player skill issue? I've yet to play my WHM this expansion, but I've run content with a few and have yet to see one run out of MP. If it becomes widespread it might show up in a later patch.

Trying to remember, don't they do more than one balance patch across the lifespan of an expansion?

I would hope so, and I would hope each such patch would be small - measured steps rather than major changes.

As for whether or not healers are happy - I'm guessing they judge this by different metrics than forums rants. People who are essentially happy don't tend to say much, so it's harder to gauge where they stand - but player activity is one way to do it.
