Healer design is still terrible and I'm tired of apologizing for it.

The game is an RPG. The more you gear up the easier it gets. Here is a general rule of thumb.
Dungeon requires 465
Tank/Healer undergeared 465 barely maybe less somehow gets in, you must use mitigation, you will come close to death in big pulls and wipes are possible.
Tank/Healer geared 470-475 the dungeon can do big pulls, you can forget mitigation sometimes, and wipes more than likely won't happen.
Tank/Healer geared to (sync down level) [This level is where your gear has that little yellow mark on it in dungeons saying it's being weakened] You won't wipe, you can forget cooldowns, you will heal very rarely outside of a few ogcds, the tank is a walking god, mobs die very quick assuming dps on same level, its a "snooze fest" you can watch with netflix and still be fine.

Max level content MOST people are more geared up and pushing the sync down level so the content is "easier" if your group is doing it for the rouletes or some reason other than a first time clear. Leveling dungeons don't hit as HARD sometimes when people are too poor to afford the relative gear of poetics augmented, EXCEPT in the case of cheap players who use poetics from X0-X5 and then keep using it even though it's making them undergeared and causing problems.

The TLDR is no content is "easier or harder" what makes it easy or hard is gear, gear is all you need to look at to understand the TRUE story.

Me and my GF barely were min ilvl in order to do Asphodelos normal raids and every one of them except the third was super easy. And that has probably more to do with her partial color blindness and the arena being the same color as AoE markers.
