I appreciate everyone that came in here brilliantly shooting down the proposal. It genuinely just can't work here. Everyone wants to focus on just damage, or heals, or potency, or whatever else. Nobody wants to take a moment to consider, how do you balance WHM having a literal "heal to full" skill, or tanks with "take no damage" skills?

Only in the most simplest cases can basic abilities be balanced. But every job has a lot more to it that simply wouldn't balance out.

How do you balance a BLM that can maintain Umbral Ice, at full stacks, with Umbral Soul, while low level THM has to Transpose?
Tanks with HP/MP recovery.
AST doesn't even get cards until 30, how do you balance those in lower dungeons?
How do you balance all the party buffs available? Everyone gets nerfed just in case you have someone that can buff you appropriately?
Physical Ranged get weak shields/regen at higher levels, how does that get taken into account?

"Scaling down" is literally not possible while maintaining balance/parity between high level and at-level players.

And it seems pretty evident that devs value balance more than keeping some players from getting bored.
