It wasn't. In fact, at the time I opposed to the idea because I didn't see the numbers. But now with the expansion launch the world disparity has become apparent.
That doesn't mean South American servers are the solution to the problem. Nothing about the increased numbers directly suggests that a lack of South American servers is the issue. It just shows an increased interest in the game. Not where these players are playing from. Only SE has access to that info.
Not saying I don't want to see any South American servers. I hope we get them. I want everyone to be able to play with a good stable connection to the servers. Just saying you can't pin the congestion issues on players from that region. The congestion rose along with the popularity of the game. I seriously doubt the vast majority of the boom was from South America.
