Consistency. No suffix is always 1, -a or -ra is always 2, -ga is always 3, and -ja is always 4. So if the spell skips a version in JP, it will also skip in the other versions.
Except part of the point of localisation rather than translation is to avoid things that seem weird or confusing when translated, but this change has generated a bunch of posts on these forums and various other media from people finding it weird or confusing.
Despite knowing the history of the suffixes and their importance to the franchise, I'm think the skipped number is way more irksome than the skipped suffix.
All to avoid a technical inconsistency that's only visible it you alternate between playing the game in two languages.
I could swear there was a patch during ARR that removed a lot of repetitive spells, and that is why the numbers skip in some places.
But maybe I’m remembering wrong?
