As far as I recall the white robe isn't said to be specifically for those who stepped down from the Convocation, but for those who stepped down from public office. For a society as populated and as advanced as theirs public office would have been more than a mere fourteen people. The Convocation was likely just the main leading body. Not the only one. So it's possible when we meet Themis in Pandaemonium it's after he stepped down from a position of public office before taking the seat of Elidibus. It may even be a requirement for a holder of the seat of Elidbus to have already served in public office to prepare them for the role as emissary. Or he could be attempting to be incognito and is choosing to hide his red mask. He is investigating something and maybe he thinks if everyone knows he's from the Convocation that may cause too much of a fuss and affect what information he gets access to.
