To be fair, the WoL has taken a LOT of tankbusters to the noggin over the years. The WoL has a history of not bothering to call out obvious "twists". Remember way back in the first Hildebrand quests, when we're told to look out for a hulking man in garish red clothes minutes before Gilgamesh shows up, and nobody questions it? Or how the Ishgardian church were the bad guys? Or any number of occasions where the big reveal is that the Empire or the Ascians were behind it? We could probably debate whether the WoL is really just that oblivious or apathetic, or whether the writers left it to the player to decide how they should react, but there is a precedent for it.
