The best way to weave in a whole new story arc is to explore another shard, especially because the Scions can't really travel through them at will, so you would have to get to know a new cast of characters. I totally trust the writers into delivering good stuff in that regard. Or heck, I wouldn't even mind if Gaia would be one of those - they would have to make Eden series completion mandatory, but hey they did that with Crystal tower anyways.

And still, this would make the unexplored areas from the Source into side content, and even having the Scions to be featured there, since they are no longer officially franchised.
It was mentioned in a moment of Endwalker by Gaius that while WoL is well know throughout the world BUT most people do not know what WoL directly looks like since their information is based on only stories they heard from others.

This is reflected a lot by how a lot of NPCs react to WoL at first throughout 2.0 to current content as WoL names tugs at them at first until it hits them later that he/she is the legendary WoL they heard about from the stories being told.

I can only assume the stories about WoL are overly exaggerated to a point his/her appearance in those stories is not so accurate description of his/her appearance.
