Among other things, the "NEWS" links in the launcher where they put in various notices about upcoming planned changes; they announced it several times, including here back in September. Also in the Digital Fanfest and the Live Letter from the Producer streams, but those are things you sort of need to go seek out; in contrast the news links are right in the launcher every time you start the game.
(And, of course, they posted the full patch notes for Endwalker in the same news links -- AND with a big banner in the launcher, too.)
I grant there's a lot of those news links and it's easy to overlook things in them because some of them are just "there's going to be maintenance at this time, don't schedule a Ceremony of Eternal Bonding during it" or "We've banned <X> number of gil-seller bots this week", but they do make changes -- sometimes sweeping ones -- in expansion releases, so especially in the months leading up to an expansion it's worth checking the news links periodically. If the launcher link interface feels too cluttered to you, you can always hit up the Lodestone and look at the various news links there to see the same articles they post in the launcher NEWS links.
If it's any consolation, as others have noted, Exarchic belts would be sort of useless now *anyway* post-Endwalker even if they hadn't gotten rid of belts entirely, since they're only i510 gear, and you can get better gear almost immediately upon starting Endwalker. So your options with the old belts upon starting Endwalker would be to sell them to an NPC, desynth them for materials, or turn them in to your Grand Company for company seals. Luckily, all those options do still exist even now; just fetch the belts back from the Calamity Salvager and you can sell them to an NPC for gil, desynth them for materials, or turn them in to your Grand Company for company seals.
