That's not parsers making people toxic, that's toxic idiots being toxic idiots. Always thought it was absolutely hysterical when some level 32 tryhard decided to spam a meter in SFK or something as if that game is or has ever been even slightly balanced at low levels. My favorite was the guy who was spamming a meter after every pull in DM once in a run where I, the healer, was miles ahead of him and everyone else. Because I was a mistweaver monk and, at the time, they were absolutely stupidly broken. It was hilarious. Those kinds of people? For one, only seem super common because they're all so loud and obnoxious, and for two, are absolutely never worth paying attention to.

...the second guy sounds like just an ahole who needed to be reported anyway. People like that don't need a dps meter to be an absolute tool.
