I think people thought ir was 30 secs and that they could hit weaponskills like heavy swing in-between fell cleaves, or hit ir, eye combo, and then fc.

When they tried, they found out weaponskills like heavy swing eats ir stacks, and felt ir wasn't working as intended.

But it's fine how it is. You can hit onslaught and upheaval in-between and that's all you need. Also it being on charges makes it easier to use nascent flash, because we can now hit ir and have all the time in the world to hit nascent flash before cleaning, whereas before, we'd have to his nascent flash first, then feel pressured because we'd have to hit ir as fast as possible to get all 3 cleaves in nascent flash.

The change is pretty good qol improvement.
