Are inactive accounts/characters priority over transfers?

people are still discussing what to do with inactives when the very post from yoshi is in the thread? i'll say it again. inactives DO NOT count towards whether the server is full capacity or not.

this is directly from yoshi. the people complaining and yelling i told you so need to read what their deity has stated about inactives.

"Inactive characters/non-subscribers are also counted, but they are not factored into the maximum limit of active characters allocated to each server."

now if anyone has any new info where he has now changed his mind and stated they do count now i would back off the statement. basically he has stated the caps are for only active players that are on the server.

I thought everyone knew this. When you think about it logically, if inactive accounts counted towards server transfer caps it would undermine the entire point of the server merges - which is to have an even distribution of active players on each server. No wonder people are flipping out.

Just checked the server merger page on day 2, and all servers are full. Leave it to SE to announce a server merger that only allows about 10% of the current player base to move, while screwing the rest of us. Was gonna keep up my sub until 2.0, but after this month I think I am done. They have officially managed to screw over the people supporting them, yet again, in favor of supporting people that aren't even playing. And before anyone tells me to stop complaining, I was in favor of option 4 from the start. Regardless of what we chose as a community, SE knew this would happen and said nothing when the community cried to have it a different way. If they had told us from the start it would be like this, I think a lot of people would have stuck by a different option. So much for communication. I am so tired of every single aspect of this game and its "recovery" process being such a pain in the ass. I wouldn't be as upset by this if it wasnt for the fact that we all know there is plenty of room on these other servers, its just taken up by people that arent paying and "potential" customers when the ps3 drops. Make the people paying your bills a priority SE or this game is never going to recover.

People are complaining about an entirely different non-existent issue (that inactive players are stealing their server spots!).

Also none of them are the people that were complaining about option 4 (which was a horrible plan).

People clearly lack the ability to read and comprehend simple subjects like inactive players not counting towards the cap.

Which isn't even true really, all the servers were open yesterday for transfers during NA primetime no less. They will be open again many times before the deadline most likely.

People have no patience to try and understand what it is going on. The "caps" are dynamic, they change either automatically as the servers balance themselves (more people going to ragnoonewantstogothere), or SE simply lifts the cap every day at different times.
