What can I say?Incorrect. A significant number of people are having issues. A "significant number" might be 10% when they were aiming for <1%. Saying, "a significant number" doesn't in any way, shape or form imply a majority, or any particular fraction of a whole. If you have a sample size of 1,000,000 then 10,000 could be called significant. .
If you think a company is going to give a refund to a million people if only 10000 are affected, you'd be wrong.
