    The problem with this is that in order to tightly control the population they can't have a very wide margin for transfer from the target number. Otherwise they will end up exactly where they started with some servers being full and others being sparse. If the original plan had gone forward, none of the servers would have had a designated population to start and most people would have been able to transfer successfully instead of only some.

    I don't think it needs to be so tightly controlled that there is no buffer space for people to move. Nobody can move to the servers they want because the people on those servers aren't able to leave. If that was the plan then there was no point in giving people the option in the first place.
