yea this is one hell off of a **** storm going on should clear up in a couple days once the server's can fully update been nice if they would of purged the inactive accounts from the servers would of freed up space and I know people bitched about that from what i read. But really why the hell should accounts that are not even active(p2p) taking up spots on alrdy over populated servers the ones who forked out the money to still play this game and support SE. Alot of the inactive accounts will probably never see action again or until 2.0. So SE should take all inactive account six months or longer to a holding list where if they do come active again they can choose a server that's open cause really they are doing us and SE no good taking a much needed spot for the active players(p2P).

Specifically consider the following from the last quote of that post:
... Inactive characters/non-subscribers are also counted, but they are not factored into the maximum limit of active characters allocated to each server. ...
As some have pointed out, it's really not the inactives that are the problem. It is the fact that instead of a server free for all, they went with set populations for each and a small window of movement for whatever servers were under target, per player request. I don't expect to see the servers change much, if at all at this point. Most EUs who were planning on transferring have probably already done so already.
It is unfortunate, but at this point the suggestion some have made of temporarily jumping to Ragnarok in hopes space will open is probably the best option for those of you who still want to transfer. I really doubt SE is going to increase the server caps since their entire goal is to evenly spread out our population. It's a risky move...

The vast majority are staying where they are. Which is why it's so hard for people to transfer in/out of servers unless they go to servers were no one is, like Ragnarok, or Ridill.
At the moment, the Balmung-group hug is so tight, I'm not sure if anyone will be able to transfer in. But I know there were a few people who were transfering out so someone who's really vigilant will be able to come to Balmung.
