The vast majority are staying where they are. Which is why it's so hard for people to transfer in/out of servers unless they go to servers were no one is, like Ragnarok, or Ridill.
At the moment, the Balmung-group hug is so tight, I'm not sure if anyone will be able to transfer in. But I know there were a few people who were transfering out so someone who's really vigilant will be able to come to Balmung.

In regards to the situation where multiple Worlds are showing as full, I wanted to let you all know that the population data on Lodestone is not shown in real time, and actually updates a few times throughout the day. Worlds that show as being full now, may not be later in the day. That said, we would ask that you please SHUT THE **** UP AND REMAIN CALM.
The merge option the players chose was still the best one. The problem is that the caps are too low or they consolidated down to too few servers and didn't leave any room for people to move. There needs to be some buffer space so people have room to move from server to server and free up space for others. They should have known this was going to be a problem before they even opened transfers up in the first place

The problem with this is that in order to tightly control the population they can't have a very wide margin for transfer from the target number. Otherwise they will end up exactly where they started with some servers being full and others being sparse. If the original plan had gone forward, none of the servers would have had a designated population to start and most people would have been able to transfer successfully instead of only some.The merge option the players chose was still the best one. It sounds like all servers were literally full within minutes, so there couldn't have been that many that were able to move. They were all full when I woke up in the morning except for Ragnarok.
