Alright suspected as much. Bummer.
Added a new question to my batch but thought I'd just ask in general in the likely event I just missed it skimming through info, was there any information on adjusting the relocation discount since devaluation is getting the boot?
Wow. After years of housing salt, the relocation feature gets the boot. Unless someone is missing something here... this really sucks. I'm sure all the homeless are jumping for joy knowing they just screwed the homeowners over... Are we sure this is for all wards and not just lottery wards? First come first serve could still have it enabled... otherwise why not remove it entirely?
Nothing was said about any changes to the relocation discount. I'm going to assume that will remain intact since it doesn't amount to much.
It has not gotten the boot. Players can still relocate. What it will no longer do is bypass the purchase timer. You will have to compete for a plot against other players who wish to purchase it.Wow. I do understand that relocation need to be suspended for lottery system due to the programming difficulty.Nothing was said about any changes to the relocation discount. I'm going to assume that will remain intact since it doesn't amount to much.

Well, it is nevertheless a lose-lose situation for both first time buyer and relocator.
Relocator need to go throw this lottery system but they are in better shape than first time buyer since they are not losing anything by bidding.
First time buyer will need to bid against relocators now that further decreasing their chance.
This lottery system is just asking first time buyer to drink poison in order to stop their thirsty.
I still expecting see people complaining people losing to bots/hacks after they keep losing lottery draw.

Exactly this. Salt Mines are going to be in full capacity. Unless there is an undisclosed method in place to give first time buyers a chance ahead of relocators (which is possible) housing could be a lot worse than it already is. They thought they wanted this... they didn't. Can't wait to see the tears flow.I do understand that relocation need to be suspended for lottery system due to the programming difficulty.

We are going to start see so many complaints when lottery goes live. Mark my word.
The fact that people who abuse the relocation system as it is immediately leap to assuming people are taking delight in "knowing they just screwed the homeowners over" is pretty telling, my dude. No one wants to hurt the players who have a home, but the relocation system as is, is pretty awful and is actively detrimental towards a fair system that enabled players to get houses they wanted. Instead plots like The Goblet are in a constant state of flux as rich people snap up all of the small plots just so they can swap to the plot they really want as soon as it goes up for sale without having to play fair like everyone else.Wow. Reactions to this change just remind me of the old quote "When you're accustomed to privilege equality feels like oppression." because lmao, home owners aren't being screwed over in any way. You just have to wait in line and play fair like everyone else now, and the fact that so many people are crying furious tears about how they can't just keep cutting in line jumping from house to house while so many other people haven't even had a chance to get one plot yet is absolutely hilarious. Relocation still exists and still functions fine; you just aren't being given special status that lets you act like you're better than everyone else.
Everyone deserves an equal shot at a desirable plot in my opinion. This just gives everyone equal footing (depending on how the fc bids end up functioning) when a plot does open up and if someone does get it for relocation, that's a different plot that's open elsewhere to bid on.
That will always be the case though unless supply becomes greater than or equal to demand. I expect one of the biggest complaints beyond supply will be the time it takes for each lottery cycle.
I'm totally FOR getting rid of first-come-first-served system completely because it's too much abused by bots at this point. But considering that so many people don't have a house, I can see the lotteries having an extremely low rate.
After all it's a basic demand & supply problem.
If the dev can't increase the supply because of technical issues, they could do multiple things to increase the effective cost of owning a house. (Increasing the initial costs, introducing house-owning tax, introducing auctioning to let players decide the prices, etc.)
At least people will see a goal (target price), rather than not having the chance at all. Turning it into a lottery system is just going to make people complain about unseen randomness, off the top of my head I think of Bozja's extremely bad duel system, so bad that they immediately introduced notoriety.
