With all due respect & not to get all dramatic but... it's not her hair; A blind man could see that it's not Frans hair
Frans hair is in game- but it's only on the Fran NPC
The only similarity they have is that it's a ponytail on a Viera

Saying Viera already have Frans hair is like saying "I want clouds hair available"
"Row X on human is spikey hair, there that's clouds hair bc it's spikey"
