There are tons of apartments left on Crystal.

Balmung is the only world that doesn't have any though if you offer someone enough gil to relinquish the apartment they aren't using, you could get your hands on one since apartments don't have a purchase timer.

Not particularly fond of the idea of transferring. That’ll cost a real dime for folk interested in housing - not unless they make a character elsewhere I suppose.
