So they're supposed to make their group wait even longer for someone to join a roulette who has duty in progress checked if they don't want to run something? Or be forced to do something they don't want to do?
You still haven't explained how your solution for the OP's problem isn't worse than the OP's suggestion. Your mentioning of requiring all contents unlocked to do content is, imo, unrelated to the OP's suggestion beyond your own personal reason for not agreeing with the OP's suggestion. As it's completely different from the OP's suggestion, I would feel it should have its own topic to discuss its pros and cons and not be in this thread discussing the ability to exclude uncompleted duties from roulette.
Either your solution or the OP's suggestion ends up with the group with the optional content waiting the same amount of time.
It's a win-win for either group for the OP's suggestion.
The group wanting to do the optional content or open to doing the optional content get grouped together. The people who don't want to do said optional content is not forced to do that content. And a lot of people don't perform at their best when doing something they don't want to do. It also keeps the optional group from having to wait again for a filled group if the person leaves immediately. Might not be so bad if they are DPS or are in a 24 man raid, but if they are tank or healer in 4 or 8 man content then they would have to wait for a tank or healer who has duty in progress checked to come in. Or for them to leave and requeue. Which if only one had queued directly and that person was a DPS then they're waiting the 15+ minutes again for another set of players to join in.
I also still don't understand how it is abusable. It's not like your solution doesn't have the same outcome - the people queued for the optional content still have to wait the same amount of time in order to get into the dungeon. And maybe even longer if they get dropped into a group with someone willing to quit if they get that content. Yes, that person who left has a 30 minute lock out, but that doesn't make the group they left get a replacement any quicker.
I got into a group one time for a low level dungeon while I was leveling an alt - DPS class. I had queued directly for this dungeon as it was for the MSQ. Tank immediately leaves. Group decides to disband after not getting a replacement tank instantly after putting our group up for getting a replacement. I had to go wait another 15+ minutes to complete this dungeon. Yes, this would not have been solved by this solution as the tank was not a new player I don't think. But if this had been optional content and that tank had been new to the content and had not wanted in roulette, the OP's suggestion would have kept him out of the group and we would have had a higher chance of getting a tank that was open to doing that content and I wouldn't have had to wait an additional 15 minutes to complete the content.
